Main duties of the job

As the Group Head of Rostering and Resourcing, you will provide strategic and operational leadership for rostering and resourcing and services across Lincolnshire Community and Hospitals NHS Group.

Working closely with senior leaders, you will lead the development and optimisation of rostering and resourcing systems, ensuring the effective deployment of staff to support safe, high-quality patient care and an excellent staff experience.

You will drive transformation, productivity and service improvement initiatives, using workforce data and intelligence to identify opportunities. The role will provide expert advice on rostering, resourcing and workforce planning matters, helping managers and leaders make informed decisions that enhance our operational effectiveness.

The postholder will oversee governance, reporting and assurance processes, ensuring compliance with national standards, legislation and best practice. Delivering efficiencies and ensuring value for money.

About us

United Lincolnshire Hospitals NHS Trust has been granted teaching hospital status, after demonstrating evidence to significant teaching commitment. From now on it will be known as United Lincolnshire Teaching Hospitals NHS Trust.

Pilgrim Hospital is situated in beautiful countryside and serves the communities in the South Lincolnshire area. It provides all major specialties and a 24-hour major accident and emergency service.

Grantham and District Hospital serves the communities of Grantham and the local area. It provides ambulatory paediatric and accident and emergency services.

Lincolnshire Community Health Services NHS Trust (LCHS) and United Lincolnshire Hospitals NHS Trust (ULHT) have come together in a Group arrangement, with the goal of improving the care provided to patients across the county.

This will not constitute a formal merger of the two organisations, but will bring the Trusts together under a single Board and Executive Leadership Team, with the goal of improving the care that is provided to patients both in the community and in hospitals across Lincolnshire. Both Trusts will retain their separate statutory names and legal obligations.

The Group will be known as Lincolnshire Community and Hospitals NHS Group (LCHG).

  • Lead the strategic and operational delivery of rostering, temporary staffing and workforce deployment services across the Group.
  • Drive workforce efficiency, productivity and cost improvement initiatives through effective workforce planning and deployment.
  • Oversee the development, optimisation and governance of Health Roster, Staff Bank and associated workforce systems.
  • Lead workforce transformation and service improvement programmes to enhance operational performance and staff experience.
  • Develop and monitor performance metrics, reporting frameworks and workforce intelligence to support informed decision-making.
  • Provide expert advice and support to senior leaders on rostering, resourcing and workforce planning matters.
  • Ensure compliance with statutory requirements, workforce policies, governance standards and rostering best practice.

Person Specification

Qualifications

Essential

  • Educated to Master's level (Level 7) in a relevant subject, equivalent experience, or willingness to work towards this qualification
  • Evidence of recent project management and/or change management experience or qualifications
  • Evidence of continuing professional development (CPD).

Desirable

  • Allocate professional qualifications, Certified Administrator, Certified Professional or Certified Specialist.
  • Professional training/qualification in Human Resources (e.g.: CIPD Level 5 or above)

  • Experience of managing projects with strong cross department working including varied disciplines & staff groups
  • Demonstrable previous success in leading and delivering change and performance with and through clinical teams, by engaging them in the strategic direction and delivery plans, establishing clear work priorities with them, delegating effectively, ensuring a capability to deliver, monitoring performance and giving feedback
  • Excellent written and presentation skills for both technical and non-technical audiences. Passionate about quality
