What is a Certificate of Sponsorship?

A Certificate of Sponsorship (CoS) is not a paper certificate — it is a unique reference number generated on the Home Office's Sponsor Management System (SMS). A licensed UK employer assigns this number to a foreign worker before that worker can apply for a sponsored work visa, including the Skilled Worker, Health and Care Worker, Senior or Specialist Worker, and Scale-up routes.

For example, if a Manchester-based NHS Trust hires a radiographer from India, the Trust's authorising officer logs into SMS, completes a CoS for the role, and shares the resulting reference number with the worker. The worker then enters that number on their online visa application.

Because the CoS contains the salary, Standard Occupational Classification (SOC) code, working hours and start date, it is the document UK Visas and Immigration uses to verify that the role meets the sponsorship requirements.

How long does a defined CoS take?

A defined CoS is requested by the sponsor on a case-by-case basis for any Skilled Worker visa applicant who is applying from outside the UK. Unlike undefined CoS, defined CoS are not pre-allocated to the sponsor's account — the Home Office must approve each individual request.

How long does an undefined CoS take?

An undefined CoS is allocated immediately. When a sponsor licence is granted, or when the sponsor's annual allocation is renewed each April, the Home Office sets an annual cap of undefined CoS the sponsor can issue without prior approval. The sponsor draws down from this cap as needed.

Undefined CoS are used for:

  • Skilled Worker applicants who are switching from inside the UK (e.g. a Graduate visa holder moving to a Skilled Worker visa)
  • Health and Care Worker visa applicants (regardless of location)
  • Most Global Business Mobility routes (Senior or Specialist Worker, Graduate Trainee, etc.)
  • Temporary Worker routes such as Creative Worker, Religious Worker, Charity Worker and Scale-up

What happens if the Home Office delays my CoS?

While the headline processing time is one working day for defined CoS, occasional delays do happen. If your CoS request is still outstanding after 5 working days, take these steps in order:

  1. Check SMS messages. Log in to the Sponsor Management System and review the CoS request. The Home Office may have requested additional information — for example, evidence of the genuineness of the vacancy or proof that the salary meets the going rate for the SOC code.
  2. Respond promptly to information requests. The clock pauses while the Home Office waits for your reply, so a quick response keeps the case moving.
  3. Email the sponsor business helpdesk. Use BusinessHelpdesk@homeoffice.gov.uk with your sponsor licence number, CoS reference and a brief chronology. Responses typically arrive within 5–10 working days.
  4. Escalate to your account manager. Premium Customer Service holders (annual subscription £25,000 + VAT) can raise the matter directly with their named account manager for same-day attention.
  5. Submit a service complaint. If the case has been outstanding for more than 20 working days with no Home Office contact, you can lodge a formal complaint via the UKVI complaints procedure.

How long is a CoS valid once assigned?

Once a sponsor assigns a CoS to a worker, it carries a 3-month validity window. The worker must submit their visa application before that window closes, otherwise the CoS expires and a new one (with a fresh fee) must be assigned.

  • The worker can start the visa application up to 3 months before the start date shown on the CoS.
  • If the worker withdraws or the visa is refused, the sponsor should report the change of circumstances on SMS within 10 working days. Withdrawn CoS cannot be reused, but they can be replaced with a new CoS for a different applicant if the role is still open.

  • SOC 2020 occupation code — the four-digit Standard Occupational Classification code that determines whether the role is eligible for sponsorship and what the going rate is. Choosing the wrong SOC code is one of the most frequent triggers for a Home Office query.
  • Job title and main duties — a clear description of what the worker will be doing day to day. The duties must align with the SOC code chosen and reflect a genuine vacancy.
  • Gross annual salary — expressed in pounds sterling. Allowances and one-off bonuses cannot be counted towards the salary threshold; only guaranteed basic pay counts.
  • Working hours per week — the role must be at least the minimum hours required by the route (typically a regular paid pattern of 30–48 hours per week).

  • Work address — primary place of work, including any branches or client sites where the worker will spend significant time.

For sponsors

  • Plan your annual allocation in March. Sponsor allocations renew each April. Forecast your hiring pipeline and request an increase early, before you exhaust the quota mid-year.
  • Use clear sponsor notes. A two-line note explaining unusual salary structures (e.g. shift premiums excluded), continuing employment, or Immigration Salary List eligibility prevents most Home Office queries.
  • Audit before you assign. Cross-check the CoS draft against the contract of employment, right-to-work documents and the latest going-rate tables on gov.uk.
  • Track CoS expiry dates. A simple spreadsheet noting each CoS reference and its 3-month deadline avoids wasted £239 fees.
